WHAT IS THE GSA 8(A) STARS III PROGRAM?

8(a) STARS III is a General Services Administration (GSA) multiple-award, indefinite-delivery/indefinite-quantity (IDIQ), Government-wide Acquisition Contract (GWAC) reserved solely for 8(a) certified small businesses. It is engineered to provide federal agencies cutting-edge information technology (IT) solutions from award-winning 8(a) small businesses like FWDThink, prequalified by GSA to perform the work, and allows for long-term planning of large-scale program requirements. STARS III enables agencies to earn not only 8(a), but multiple socioeconomic credits possessed by FWDThink through an established contract vehicle instead of traditional, open market methods – saving substantial time and taxpayer money.

CONTRACT SPECIFICS

  • The 8(a) STARS III GWAC ordering period is a five-year base with one three-year option.
    This ordering period began on July 2, 2021.
  • The ceiling for 8(a) STARS III is $50 billion.
  • 8(a) STARS III allows for fixed price, time and materials, labor-hour or a hybrid blend of these task order types.
  • The contract access fee for the 8(a) STARS III GWAC is .75%, the same as GSA Schedules.
  • The contract includes two sub-areas, one for emerging technology and one for OCONUS requirements.
